Change in Kroger's coupon policy

Has anyone else notice a change in how coupons are ringing up at Kroger? They used to double all coupons up to $.50, no matter what the cost of the item was. I had some $.50 off coupons for Suave Deodorant and they were on sale for $.88 each. My coupons would have normally doubled to $1.00, but I noticed that they only took off the $.88. So no more overage from coupons at Kroger. They also are getting stricter with only allowing 2 like coupons per transaction.
